I live in the east coast. I put big sheets of cellophane to cover the windows and use a hair dryer to blow on them to shrink them to get them air tight. There is no draft from the windows and work really well!

It will be a good option to add another layer. This will give an interesting look to your window.

How about just replace the glass if the window is still in good shape. Some glass or metal stores would just replace the glass for you. Then use cellophane to cover the window in the winter like janmc did to keep you warm. That should be very inexpensive and very sustainable. You don't have to throw away those good windows and save the landfill some space.
