We have a warm and dry winter in the bay area this year. The rain we had two weeks ago barely helped my lawn. I kept hoping for more rain but it’s not happening. I’ve never watered my lawn in the winter. I wonder when I should water my lawn so that I don’t waste water.

Grass don't need much water in winter. Use a shovel or screw driver check soil 6 inches from the surface and see if it's dry. If it's dry, check the weather and see if rain is coming in a few days. If not, water it once a week.

Exactly, water helps in blooming the lawn, but I do have one doubt, Is there any possibility that excess water can spoil the grass? In what interval grass should be watered ?

This is really a big problem, not only in the winter but also in hot summer. The issue is in your lawn. You should have it fixed and install another new one. You should choose artificial grass for it to avoid all these difficulties during the years.
